Darrel L. Seifert, Wyoming / Colorado Senior Utility Coordinator

Darrel officially joined Utility Mapping Services (UMS) in January 2019. Darrel had worked with UMS in his capacity with the Wyoming Department of Transportation (WYDOT) since 2004. He had also interacted with several of the other UMS employees when they were still in their DOT roles in other states coordinating Broadband initiatives and other multi-state issues. Darrel retired from WYDOT in December 2018 after 17 years, of which the last 14 years were in the Utilities Section retiring as the States’ Senior Utilities Officer. He is experienced in conflict resolution and in working with utility companies to relocate and resolve conflicts. He was responsible for creating and managing the States’ licensing and permitting system for highway encroachments and adjustment agreements and other WYDOT communications with utility companies. He was responsible for automating the functions of the utility section with Excel and Word programming. He also was the training officer for the utility section, presenting both a Utility Procedure training course for utility companies and other WYDOT personnel throughout Wyoming and surrounding states, and an expanded and Wyoming specific version of Dave Hausmann’s South Dakota DOT Plans Reading Course. Darrel was the utility database license manager and helped make Wyoming the first DOT in the nation to completely scan all their utility licenses to PDF. Prior to the position with WYDOT Darrel ran his own business for 17 years. He was honorably discharged from the US Air Force as a Captain, where he had been a B-52H and T-39 pilot, a missile launch officer commander instructor, and a squadron organizational maintenance officer.
