Darrel L. Seifert, Wyoming / Colorado Regional lead utility coordinator and local project liaison

Darrel joined UMS in January 2019 after retiring as the Senior Utilities Officer, with 17 years’ experience, from the Wyoming Department of Transportation (WYDOT). He was responsible for automating the functions of the utility section with Excel and Word programming.  He also was the training officer for the utility section, presenting both a Utility Procedure training course for utility companies and other WYDOT personnel throughout Wyoming and surrounding states, and an expanded version of Dave Hausmann’s South Dakota DOT Plans Reading Course. He was also the utility database license manager and helped make Wyoming the first DOT in the nation to completely scan all their utility licenses to PDF. He is experienced in conflict resolution, working with utility companies to relocate and resolve conflicts. He was responsible for creating and managing adjustment agreements and other WYDOT communications with utility companies.  Prior to the position with WYDOT Darrel ran his own business for 17 years after being honorably discharged from the US Air Force as a Captain, where he had been a T-38 and B-52H pilot, a missile launch officer commander instructor, and a squadron organizational maintenance officer.
